Komnas HAM’s journey in the history of politics and human rights enforcement in Indonesia is colored by a number of ironies. When formed by and growing in the authoritarian New Order regime, Komnas HAM for the period 1993-1997 has shown amazing achievements. However, after 1998, when the juridical and political positions of institutions were getting stronger with the progress of the political democratization process and the enactment of Law Number 39/199, Komnas HAM’s reputation and performance actually declined.
