As a social institution, the Catholic Church is seen as slow to respond to political developments in this country. The Catholic Church was considered very passive in responding to and following the dynamics of national and state life, especially during the New Order era. However, a bold step was taken by the Indonesian Catholic Church in March 1997 with the issuance of a Lenten Pastoral Letter by KWI entitled “Concerns and Hopes” as a form of the Church’s resistance to the Suharto regime which had so far silenced aspirations.
